SURCHARGE POLICY
(RESIDENTIAL & COMMERCIAL PLOTS)

Last date to pay outstanding installments to avoid surcharges has been extended till 12th July 2024 on various requests of members & sales partners reason being the end of financial year and getting their funds withdrawn from the bank.
This is FINAL EXTENSION.

Capital Smart City expresses its gratitude to our valued clients and esteemed sales partners for their unwavering trust in our projects. We have established ourselves as a leader in the region, renowned for our exceptional amenities, state-of-the-art infrastructure, and top-notch services.
We are committed to providing our members and sales partners with utmost relaxation and convenience, bearing all financial burdens. As a reminder, our surcharge policy, published on our website on August 6th, 2023, will be implemented from July 2nd ,2024. To facilitate our members, we have extended the surcharge postponement for up to one year, with the condition that all outstanding payments are cleared by June 30th, 2024.
Please note that failure to pay outstanding installments by July 2nd, 2024 will result in surcharges being applied from the date when the installment is due to be paid as per clause # 11 of booking form. For clarification purpose, if any installment due on June 22nd, 2022 remains unpaid in the situation member will be liable for two years’ worth of surcharge. We urge all members to take this notice proactively and do not wait for the last date with a hope for extension in time, as we have relaxed the policy to the fullest extent possible last year. The last date for payment of all outstanding dues is July 2nd, 2024. Additionally, please note that if member fully pay the dues (including due & undue installments) are cleared on or before 30th June 2024, the company will issue tax certificates based on previous tax rates, providing an added benefit to members. However, installments paid on or after July 2nd, 2024 will be subject to the new tax slab rates.
The surcharge policy will not be applicable to members with balloted plots that fall under the non-possession criteria. Any concerns or queries can be addressed to our Sales desk or customer care department. This policy applies to Overseas East, Overseas Central, Overseas Prime-I, Overseas Prime-II, Lake view Commercial, Harmony Park (Overseas East), Harmony Park (Overseas Central), Smart Villas and Villa Apartments. Our customer care team is available 24/7 to assist with any queries.
MERGING - POLICIES UPDATES...
(REFUNDING UPDATES)
- It has been decided by the Management that cross merging of plots is valid till 14th June 2024. After that no cross merging is allowed. However, if anyone has more than one property, the member can merge these properties as per their requirement.
- In order to facilitate our members in current real estate market scenario, we have revised a refund policy for limited time frame. Previously refund policy was applicable as 25% deduction on paid amount. From now onwards, refund will be applied as 25% deduction on 20% of property amount; irrespective of total amount paid in any file.It is pertinent to note here that above policy is valid until next policy is notified through letter. Other terms of refund will remain same.
EXTENSION NOTICE - POLICIES FOR DISCOUNTS, DEVELOPMENT CHARGES & CANCELLATION OF ALLOTED LOCATIONS

Capital Smart City is always thankful to our valued clients and our esteemed sales partners for their utmost believe in our projects. Capital Smart City has established its name in ever-growing market when it comes to the amenities, state of the art infrastructure and quality services in no time in the region. Capital smart city always endeavor to give utmost relaxation to its members and sales partners having facing all financial burden. As a reminder to previous circular FDHL/S&M/08/24/0776 dated March 28, 2024 all members having their property in Overseas Central & Overseas Prime One can avail the discount accordingly.
However, members now have an opportunity to pay the advance payments of development cost beforehand and can avail the discount given below: –
- In this category starting from 9 April 2024 till 4th May 2024 members who will pay their developments cost can avail 10% discount on each installment and can make up to 4 Maximum instalments of development cost.
Furthermore, all those members who have their plot numbers allotted in Overseas East, Overseas Central & Overseas Prime One are hereby given notice to clear their all-outstanding installments before 4th May 2024 otherwise their location will be cancelled and they will be included in new block ballot on revised prices and on new terms & conditions. However, Management is also pleased to announce the extension in discount policy till 4th May 2024 all members who have paid the amount from 9th April 2024 can also avail the discount policy, they are eligible for following discount:
- 3% discount on each due or outstanding installment amount of plot(s) (Residential & Commercial plots).
- 6% discount on each advance installment amount of plot(s) (Residential & Commercial Plots). Member can avail discount on maximum up to 3 installments.
Note: Above policy is applicable on Cash/Pay order/Credit card and Online transaction. Not applicable on Smart Villas & Villas Apartments.

Capital smart city always endeavor to give utmost relaxation to its members and sales partners having facing all financial burden. All members having their property in Overseas Central & Overseas Prime One were already informed through a notice published at our website that development cost of said Blocks was deferred till 31st July 2024. Now from 1st August 2024, members have to pay development charges in 4 equal instalment after every two months.
However, members now have an opportunity to pay the advance payments of development cost beforehand and can avail the discount given below: –
- Members who will pay their development cost between 28 March 2024 till 08 April 2024 can avail 10% discount on each installment and can make up to 4 Maximum instalments of development cost.
- In second category starting from 9 April 2024 till 11 May 2024 members who will pay their developments cost can avail 05% discount on each installment and can make up to 4 Maximum instalments of development cost.
Furthermore, all those members who have their plot numbers allotted in Overseas East, Overseas Central & Overseas Prime One are hereby given notice to clear their all-outstanding installments before 20th April 2024 otherwise their location will be cancelled and they will be included in new block ballot on revised prices and on new terms & conditions. However, Management is also pleased to announce that if member clear their payment of outstanding installments between 28th March till 8th April 2024, they are eligible for following discount:
- 3% discount on each due or outstanding installment amount of plot(s) (Residential & Commercial plots).
- 6% discount on each advance installment amount of plot(s) (Residential & Commercial Plots). Member can avail discount on maximum up to 3 installments.
Note: Above policy is applicable on Cash/Pay order/Credit card and Online transaction. Not applicable on Smart Villas & Villas Apartments.
NEW POLICY FOR SELLER FREE FILES
(REPLACEMENT OF EXISTING SELLER FREE FILES)
We have introduced a new security paper for seller-free files to avoid malpractices. Everyone is advised to replace their existing seller-free files starting from 4th December till 30th December 2023 (Extended till 31st January 2024).
Rs: 2,000/- (Residential Plots) and Rs: 3,000/- (Commercial Plots) will charged as a processing fee for replacement with security paper. Please note that old seller-free paper will not be acceptable from 1st February 2024.
The transfer & Record section will only accept the replacement of seller-free papers from 10 AM till 12:30 PM daily. After verification and submission of the affidavit, a new file will be issued.

Alhamdulillah, we are pleased to announce that we are going to conduct balloting for Overseas Central and Overseas Prime-I plots. This milestone could not have been achieved without the continued support of our members and selling partners. We are delightful to offer the allocation / Balloting for Commercial & Residential Plots in Overseas Central for those members who could not participated in the last balloting due to non-payments. They can now avail the opportunity of balloting as per the following criteria:
For Residential and Commercial Plots of Overseas Prime-I
- Members who have paid or will pay minimum 80% of the total value of plot or clear all their due amounts including surcharges (if any) can choose their plot (Residential & Commercial) on or before 17th Feb 2023. Rest of the members will pay minimum 80% of the total value of plot or clear their due installments including surcharges (if any) till 22nd Feb 2023 will fall into balloting. They should get the Balloting Slip before 22nd Feb 2023 after clearing their dues.
- This is last balloting of Overseas Prime-I, members who will not get their plots through selection or balloting will not have any other chance to get their plots in Overseas Prime-I but will be given chance to get their plots allocated in future Overseas Block / Sectors.
For Residential and Commercial Plots of Overseas Central 3.5 Marla Residential & 2.66 Commercial Plots
Members who have paid or will pay all their due installments or minimum 80% payment of total value of plot or whichsoever is higher can avail the opportunity to choose their Plot on or before 17th Feb 2023. Members who will pay all their due installments or minimum 80% payment of total value of plot whichsoever is higher on or before 22nd Feb 2023 can get Acknowledgement slip to participate in balloting.
