The report claims that 148 private housing societies are operating illegally throughout the zones of Islamabad. The government owns the land on which these societies are located. They are dispersed over multiple Zones; 20 in Zone-1, 7 in Zone-2, 7 in Zone-3, 85 in Zone-4, and 29 in Zone-5.

Additionally, researchers have shown that individuals in charge of these illegal societies engage in criminal activity. The investigation revealed that in these illegal housing societies, many Afghan migrants without passports, fugitives, criminal groups, and offenders reside. These individuals use these locations to commit murders, armed robberies, kidnappings for ransom, and other anti-state activities. They seek protection within the boundaries and in the shadow of these illegal societies.

Following that, the Islamabad police urged housing societies to hire licensed guards in uniform from authorized private security organisations. The Inspector General of Police (IGP) Islamabad declares that no one is above the law, and further declares that they will treat everyone fairly while acknowledging the report.

Criminal Connections and Threat to National Security

The authorities believe there may be connections between the housing schemes and terrorist organisations. The violators will also be subject to strict legal procedures. These procedures are included in the National Action Plan (NAP).
The inspector further stated, “These housing societies’ illegal activities pose a threat to peace and order in the federal capital, and we will take strict action against those found in possession of banned or prohibited arms and ammunition.”
