Water management in Islamabad transferred to CDA for streamlined operations.

Islamabad, November 4, 2024: The federal administration has transferred all water-related management responsibilities to the Capital Development Authority (CDA). Previously, the Metropolitan Corporation of Islamabad (MCI) managed water affairs. The purpose is to centralize water supply management under one authority to streamline operations and enhance operational efficiency.

The decision to shift management was prompted to long-standing complaints and a significant water shortfall in the capital. According to officials, the CDA has been directed to establish an independent water management wing, modeled after Rawalpindi’s Water and Sanitation Agency (WASA).

This new wing, named “Islamabad Water,” will oversee sewerage, water supply, and drainage operations. It will operate autonomously, managing its budget and collecting water charges and fines.

Additionally, “Islamabad Water” will rely on primary water sources in the capital, including Khanpur Dam, Simly Dam, and limited supply from Rawal Dam.

An official report indicates that Islamabad’s urban areas require 120 million gallons per day (mgd), yet peak supply only reaches 80 mgd, resulting in a 40 mgd deficit. This gap has worsen by urbanization and climate challenges, leading to an imbalance between supply and demand.

A summary submitted to the interior ministry emphasized that the growing population of the federal capital will increase water demand, making centralized planning essential to address the shortfall. The summary highlighted the need for an integrated water and sewerage infrastructure master plan, noting its absence in previous development plans for the capital.

Following the transfer, the CDA will assume control over all directorates previously managed by the MCI.

Their responsibility includes water supply, bulk water management, sewage treatment plants, revenue, finance, and human resources.

While the RDA and the Tehsil Municipal Administration (TMA) of Fateh Jang has been overseeing water resources in designated sectors. This change will enable the CDA to take a more active role in implementing a comprehensive, city-wide water management plan.
